Mages can make magical items. They do this by manufacturing a new item to be
enchanted, or by casting spells on an existing item. The exception to this are
very powerful items made by Apeiron mages, which must be created on the Astral
plane.) Magical items can be virtually anything, and can their powers are
determined by the element of their maker. As with normal spells, magical abilities
from items can't affect characters without OOC permission. (i.e. a magically
sharpened sword doesn't automatically hit and slice through your opponents armor.
Twink rules still apply) On the other hand, refusing to accept the effects of
magical item without a good reason, is a minor form of twinking as well. Its tricky
to say what goes and what doesn't with magical items, so please try to role play
realistically and fairly. Magical items shouldn't be created just to make your
character better than other characters, but should serve to develop your character,
or further a plot.
Basic D&D rules will apply for magical weapons and armor, which means there are creatures out there which can drain the magic from there or negate the magic in them. This allows applies to items such as gems, medallions, instruments, and other commonly found things. Please don't use a magical item as an excuse to twink for that right can be taken away easily.
