1.             ADOPTING STANDING RULES

Standing Rules require a 2/3rd majority vote of the Council in attendance at a scheduled, official business meeting in order to be adopted or modified.

Notice of an intention to adopt, or modify, a Standing Rule will be given to all Council members prior to the meeting at which the matter will be brought to a vote. Notice may be given via a mailing, emailing or posting on the Council website or a combination of such methods.

All proposed new Standing Rules and all proposed changes to existing Standing Rules must be given to the Council Advocate in written form 30 days prior to the meeting at which the vote will be held so that the Council Advocate may research their legality and render an opinion.                    (April 2002)

 

2.            STANDING RULES AFFECTING MONETARY MATTERS

A Standing Rule may commit the Council to expenses over a multiyear period. The dollar amount must be either a specific dollar amount or a specific percentage of expected income from a specific event.

Expenses incurred must be submitted for payment at a regular Council business meeting. Approval by the Council Trustees is required before payment can be made. (April  2002)

 

3.            ALTERNATES TO THE STATE COUNCIL ANNUAL MEETING

The Council will send two alternate delegates to the State CouncilÕs Annual Meeting as encouraged by the State Council. The Council will reimburse these alternate delegates at the same rate as the State Council reimburses other delegates. The reimbursement rate will be in accordance with the Nevada State Council By-Laws, Article VIII, Section 5.

Reimbursement will not be paid in the event the alternate delegate does not attend the Annual Meeting, or is eligible for reimbursement because of another position which pays reimbursement, or the State Council authorizes reimbursement to alternate delegates.          (April 1990)

 

4.            DECADE OF THE ROSARY

The council will recite one decade of the Rosary at the beginning of each business meeting in support of Pro-Life.    (August 1996)

 

5.            ANNUAL CASA DE VIDA COLLECTION TO BE MATCHED BY COUNCIL FUNDS

The funds collected annually for Casa de Vida will be matched 100% in dollar amount by funds from the CouncilÕs general fund.  (November 1988)

 

6.            annual scholarship fund

The Council will offer two scholarships per year to students who are members of Holy Cross Catholic Community church. One scholarship will go to a high school senior who will be attending college following high school graduation. The second scholarship will go to an eligible student of Bishop Manogue High School, either currently attending or attending in the Fall or to Holy Cross Catholic Community parish for their support of Bishop Manogue High School.

This Standing Rule supercedes and replaces all previous Standing Rules concerning the Scholarship Fund. (November 2001)

 

7.            VA HOSPITAL BINGO PROGRAM

The Council will conduct a monthly Bingo Program at the Reno Veterans Affairs Hospital for the benefit of the veterans who are patients there. The chairman of the Program is authorized to spend up to $100.00 per quarter on this program. Receipts must be furnished to the CouncilÕs Trustees for approval according to current Knights of Columbus regulations. (February 2002)

 

8.            rsvp program

The Council will annually participate in the RSVP Program conducted by the Supreme Council and will annually donate $500.00 in order to qualify for the rebate from the Supreme Council.        (October 1996)

 

9.            requests for donations must be reviewed by the council officers prior to being presented to the council

All requests for financial donations received by the Council from non-Council members must first be reviewed by the Council officers at an OfficersÕ Meeting. The officers will review the CouncilÕs projected budget and determine the impact of the request. The officers will then make a recommendation to the Council based upon their determination.

The objective is to guide the Council in its deliberations as to the impact upon Council funds. Nothing in this Standing Rule will preclude the Council from voting either for or against the request.                     (September 1998)

 

10.         pay for keep christ in christmas poster

The Council will participate in the annual Supreme Council Keep Christ In Christmas poster program. Funds are authorized not to exceed $200.00.      (October 2001)

 

11.          SUPPORT OF HOLY CROSS CATHOLIC PARISH

The Council has pledged financial support to the parish for the new building on Vista Way in the amount of $10,000.00 payable over a ten year period. The Council will begin making $1,000.00 payments following the April 2003 business meeting and each April thereafter until April 2012 at which time the pledge will be fulfilled. (April 2002)

 

12.         council tree planting program

The Council will conduct an annual Tree Planting Program. This program will demonstrate the CouncilÕs concern for the environment and support for the local communityÕs beautification.

The Grand Knight will annually appoint a committee to oversee this program. The committee is authorized to spend up to $100.00 per year.  (April 2002)

 

13.         THESE ARE THE ONLY STANDING RULES

With the adoption of this document, all previous Standing Rules are hereby superceded and replaced. (April 2002)
