I don't know why Americans get so upset about naked breast. Bazoria County makes it illegal for women to go topless at the beach or just about anywhere.
Galveston takes a more reasoned approach:
Galveston and Galveston County follow the state regulation, said Maj. Vic Maceo, head of the Galveston County Sheriff's Department beach patrol.
"If a woman is sunbathing topless and not being sexually suggestive, we leave them alone as long as nobody complains," he said.
"If somebody complains, we ask them to put their top on or move to a more secluded part of the beach. They generally comply with that," he said. "We haven't had much trouble."
Fortunatly, Brazoria County's ordinance exempts women who are breast-feeding.
