At the moment, our supers campaign is set within San Angelo, which itself has been set within the DC Universe. DC characters occasionally make appearances in our game. Here are some characters I've converted to the Hero System.
Dr Light: As scientist, Arthur Light is a genius. As a supervillain, he is a whining loser, totally unable to keep things together. He is considered to be a joke by most heroes, despite the fact he has had the Justice Leauge on the ropes. When he has time to plan, his schemes can be quite effective--he loses it when he gets overconfident and brags or when he gets scared and runs. Last I checked, the real Dr. Light was trapped in the Green Lantern's Power Battery. However, others may exist. In my campaign, Dr Light is a clone created on Apokolips after he was obliterated by Darkseid. His powers reflect the abilities he had at that point, and not the "living light" the last incarnation of him had.
Paintball: Another "joke" supervillains with some interesting powers. He appeared in only three issues I'm aware of: Stars and STRIPE 2,3, and an issue of Impulse. He is a high school art teacher who is angry with the fact his students don't appreciate his talents. He has the ability to create and manipulate paint by draining the life force of living creatures.
