Sewer Problems

Something stinks in Hollister, and it isn't due to a shortage of deoderant. It's due to an aging sewer system that is beyond capacity.

How does a city sewage system decay to the point of breakage without anyone noticing or doing anything about it? It boggles the mind to an extent. When the state has to move in and shut down growth due to sewage problems it shows that those in charge have been asleep at the wheel for far too long.

There are plans (are there?) for a new sewage system, but even those are mired in controversy. The project has been reported to be behind schedule and apparently there is no dialogue between the affected community interests as to the proposed plan. Is it really that hard to come up with a sewage plan that all can agree on? And why does it seem that Hollister is the only city you can think of that has such a problem as this? Are we the laughingstock of the state of California or what?
